POSITION SUMMARY

The Proposal Specialist coordinates, writes, and produces proposals, and supports the team operations and all aspects of proposal development. The primary responsibility is ensuring proposals are produced and submitted to meet customer deadlines and all requirements. This role is also responsible to support the general Proposal Team functions through number of shared functions.

ESSENTIAL FUNCTIONS

• Demonstrate the Telecare mission, purpose, values and beliefs in everyday language and contact with the internal and external stakeholders

• Under direction of the Project Manager, Proposals, develops and maintains systems to support the proposal development and production process, including a well-organized library of proposal content boilerplate, attachments, and collateral

• Develops and maintains a calendar of proposal due dates and internal deadlines; monitors and assumes responsibility for RFP Q&A process, including gathering questions, maintaining a database of common/frequent questions per program type/similar proposal, and distributing customer responses

• Manages production of proposal materials based on customer requirements, keeping to a schedule of internal deadlines

• Anticipates the need for materials development based on regularly encountered customer requirements

• Works with other Telecare departments to secure information and input, providing ample lead time, including the management of letters of reference (drafting letters, distributing to internal liaisons, monitoring the internal due dates ensuring letters are received prior to proposal deadline)

• Manages own time so as to be available for "hands-on" proposal support (copying, mailing, delivery)

• Flags appropriate RFP opportunities based on prescribed criteria using on-line subscription services and compiles first draft summaries of RFP opportunities

• Conducts research to assist in content development as directed by Senior Proposal Manager

• Liaises with program and corporate staff to gather needed information and monitors compliance with internal timelines

• Maintains a database of customer references by program

• Proofreads materials and otherwise performs quality control activities (for example, confirms consistency between budget, organizational chart, and narrative materials)

• Maintains an updated library of resumes and biographies

• Consistently updates and refreshes Proposal content library (content updates, loading information into the system).

• Drafts correspondence, reports, timelines, and other documents

• Working closely with the Senior Proposal Manager, develops first drafts of proposal narratives

• Stays apprised of the latest trends and technology related to proposal development and make systems and process improvement recommendations

• Periodically reviews proposal development process and makes recommendations for greater efficiency and cost effectiveness

Duties and responsibilities may be added, deleted and/or changed at the discretion of management.

Position requires driving for company business such as trainings, offsite meetings, etc.

QUALIFICATIONS

Required:

• Bachelor 's Degree in Communications, Psychology, Journalism, Business, Public Policy or other discipline that supports success in this role

• Four (4) years' experience in some combination of project coordination, professional writing, editing, and proofreading, behavioral health services, and work requiring unusually high attention to detail.

• Proficiency in Microsoft Office Suite and Adobe applications is required

• Must be at least 18 years of age

• All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification. If the position requires driving, valid driver license, a motor vehicle clearance and proof of auto insurance is required at time of employment and must be maintained throughout employment. Additional regulatory, contractual or local requirements may apply

Preferred:

• Experience (professional or academic) managing a variety of projects simultaneously in a deadline-driven environment is strongly preferred

• Highly organized and exercise excellent critical thinking skills, judgment, and time management

PHYSICAL DEMANDS

The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

The employee is occasionally required to walk, stand, bend, squat, kneel, twist, push, pull and lift and carry items weighing 25 pounds or less as well as to frequently sit, twist, reach and to do simple grasping.
