POSITION SUMMARY

The Director of Start-Up coordinates and directs the implementation of new business opportunities consistent with the corporate business plan. This involves collaboration with key corporate staff (the Executive Committee, Regional Administrators, and other corporate resources, etc.) and funding/regulatory agencies in order to coordinate the logistical and operational aspects of new facilities and programs from inception through implementation. This position interfaces with customers and is responsible for establishing relationships and ensuring that all contract requirements are met for new programs. This position is key in contributing to program development in RFP responses and sole-source contracts. In addition, the Director of Start-Up has primary responsibility, under the direction of the Vice President for Development, for supervising the activities of Project Administrators and the Senior Start-Up Project Manager.

ESSENTIAL FUNCTIONS

  • Demonstrates the Telecare mission, purpose, values, and beliefs in everyday language and contact with the internal and external stakeholders
  • Responsible for planning, organizing, and directing the implementation activities of new program start-ups
  • Responsible for the administrative functioning of the implementation activities of the new program start-ups
  • Provides leadership and supervision to Project Administrators and Senior Project Manager, including:
  • Establishing operational objectives for new programs
  • Maintaining communication linkages between the new programs and corporate staff
  • Monitoring the performance of start-up personnel
  • Continuously monitoring the financial performance of new programs in coordination with regional directors, administrators, and finance and budget personnel
  • In conjunction with the Regional Director, monitoring the progress of the new administrator
  • On an exception, basis may assume the Project Administrator role for assigned development projects including:
  • Recruiting the facility staff
  • Program implementation
  • Completing submissions to licensing agencies, as required
  • Orienting the new staff to policies and procedures
  • Coordinating the creation/implementation of community and public relations tasks associated with the project and collaborating with key personnel
  • Coordinating facility renovation with the Facilities Manager
  • Collaborates with marketing personnel
  • Coordinates start-up triage meetings with corporate-wide participants as appropriate
  • Develops and maintains a collaborative relationship with state and customers, including:
  • Regularly contacting customers or contractors for the purpose of sensing their opinion regarding the performance of new programs
  • Providing customers or contractors with the information needed (research and other data) to ensure effective performance of new programs
  • Informing all Telecare managers of new programs and start-up staff of regulatory or statutory changes affecting contract and or operations
  • Collaborates with other departments in strategic planning for new programs and activities with the goal of ensuring the ongoing effectiveness of the corporation
  • Establishes systems and standards affecting the efficient and smooth implementation of new programs within Telecare
  • Reviewing the development of each new program, identifying problems, and recommending corrective action.
  • Ensuring that a safe, clean and therapeutic environment will be maintained at all facilities.
  • Assisting with recommending programming and staffing changes in response to changes in client needs or market conditions
  • Coordinates the annual project management/start-up budget with the Senior Vice President of Development and the finance department
  • Promotes the cost-effective use of personnel, supplies, and equipment
  • Coordinates start-up budgets on assigned projects with regional directors, administrators, and start-up personnel
  • Participates and encourages participation from staff in activities, including professional and trade organizations that promote mental health services

Duties and responsibilities may be added, deleted, and/or changed at the discretion of management.

QUALIFICATIONS
Required:

  • Ten (10) years of experience in an administrative management position in a health care setting
  • A minimum of five (5) five years' responsibility for supervision of professional staff, budgeting, program planning and licensing
  • A Master's degree is required
  • A current valid Professional License is required, i.e. LCSW or MFT
  • Familiarity with CARF and JCAHO guidelines and state licensing and regulatory agencies in states where Telecare has a presence is also desirable
  • Travel is required
  • Must be at least 18 years of age
  • All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification. If the position requires driving, a valid driver's license, a motor vehicle clearance, and proof of auto insurance are required at the time of employment and must be maintained throughout employment. Additional regulatory, contractual, or local requirements may apply.

SKILLS

  • Necessary skills include practical knowledge of psychiatric inpatient programs, community mental health, and state mental health systems, working knowledge of state funding, billing, and Medicaid/Medicare systems

PHYSICAL DEMANDS

The physical demands here are representative of those that must be met by an employee to successfully perform the essential

functions of this job.

The employee is occasionally required to stand, lift and carry items weighing 25 pounds or less, perform wrist deviations, hand, and wrists repetitions, squat, kneel as well as frequently sit, walk, bend and drive and do simple grasping occasionally.
